Subject: Voluntary Noise Abatement ProgramCancellation: 02/01/2017 1200 (UTC)
The Essex County Airport Management, with the cooperation of Airport Fixed Base Operators and Flight Schools, has developed the voluntary noise abatement procedure described. Participation by pilots is voluntary, but requested as part of maintaining good community relations. It is not intended that the pilot’s use of the full certified capability of the aircraft be restricted. Also, this procedure does not limit a pilot's use of instrument procedures or any other such factors. The safety aspects of aircraft operations for pilots and aircraft operators remain unaffected as addressed by and not limited to applicable FAR’s, flight and operation manuals and other advisory material.
Runway Selection during Control Tower Operation. The Control Tower will make and advertise runway selection(s). Generally, Runway 10/28 operations will be avoided after sunset and turbojet aircraft will be restricted to Runway 4/22.
Runway Selection during Non-Towered operations. Select Runway 4 or Runway 22 unless:
Local (pattern work) Operations. Suspended Monday–Saturday 0400–1200Z, and from 0400Z Saturday until 1500Z Sunday.
Helicopters: Follow the routes described in the New York Helicopter Route Chart and, when feasible, cross the airport boundary at or above 700 feet MSL (500 AGL).
Fixed –Wing (VFR only) Operations. The operations described in this section are also presented graphically for Runways 4 and 10 in Attachment 1 and Runways 22 and 28 in Attachment 2:
NOTE: Pilots be alert- Several Teterboro (TEB) airport approaches transit Essex County Airport Class DELTA airspace, with traffic generally passing north of CDW airport and descending from 3000 to 2000 MSL. Other traffic concerns are associated with Morristown Runway 23 operations and are contained in a separate Letter to Airmen (LTA).
