This Letter to Airmen is issued to promote understanding and provide guidance for users who request practice instrument approaches at airports within the Columbus/Dayton Terminal Area.

Approval of practice instrument approaches at Port Columbus International, Dayton International Airport, Ohio State University, Wright Patterson AFB, Springfield, Bolton and Rickenbacker airports requires the controller to provide standard Instrument Flight Rules (IFR) separation. The application of IFR separation for practice instrument approaches at non-controlled airports for all aircraft not operating on an IFR clearance (flight plan) is optional for both the controller and the user. Normally, aircraft operating on Visual Flight Rules (VFR) conducting practice instrument approaches at any airport within the Columbus Terminal Area are provided standard IFR separation. Moreover, VFR approaches will be conducted IAW provisions outlined in FAAO JO 7110.65, Chapter 4-8-11, Practice Approaches, specifically; VFR practice approaches terminate at the published missed approach point. Approval from Columbus Approach Control is required to execute a missed approach.

Pilots wishing to conduct practice instrument approaches should file an IFR flight plan with the Flight Service Station at (800) WX-BRIEF or, if airborne and operating in VFR conditions, contact Columbus Approach Control on one of the following frequencies for approaches to:

Because of workload conditions, it may be necessary for controllers to deny practice instrument approaches to some or all of the airports in the Columbus terminal Area. At those airports not served by a Control Tower, a VFR aircraft may conduct a practice instrument approach in VFR conditions without prior approval from approach control. Pilots should advise approach control of their intentions. Workload permitting, the controllers will issue traffic information or advisories.

These procedures do not relieve the pilot on a VFR flight plan of the responsibility of complying with basic Visual Flight Rules (FAR 91.105), nor do they relieve IFR and VFR pilots of their responsibility to see and avoid other traffic while operating in VFR onditions (FAR 91.67).
