Subject: Evaluation of Runway Entrance Lights (RELs) at San Antonio International Airport

Cancellation: 06/18/2027 1200 (UTC)

PURPOSE: The Federal Aviation Administration (FAA) will be continuing their assessment of Runway Entrance Lights (RELs) for the Runway Incursion Prevention through Situational Awareness (RIPSA) program on Runways 13R/31L and 13L/31R at San Antonio International Airport (SAT). RIPSA is an experimental system that uses ADS-B and Surface Movement Radar (SMR) surveillance to dynamically turn on/off in-pavement lights that indicate runway occupancy status directly to pilots.

LIGHTING: Illuminated RELs indicate when a runway is unsafe to enter through the use of in-pavement warning.

RELS: Runway Entrance Lights (RELs):  RELs are red, in-pavement lights spaced evenly along the taxiway centerline from the taxiway hold line to the runway edge, with one additional light near the runway centerline. All RELs are directed toward the taxiway hold line and ore oriented to be visible only to pilots and vehicle operators entering or crossing the runway from that location.

(Refer to Figure 1 in the ATTACHMENTS section for a Pilot Guide and diagram of RELs locations). RELs are operational at the following intersections of Runway 13R/31L: South/West Side at Taxiway November North/East Side at Taxiway Delta. RELs are operational at the following intersections of Runway 13L/31R: Both sides at Taxiway November. Both sides at Taxiway Delta.

HOURS OF TESTING: During the current phase of testing, the RELs will be operational 24/7. RELs MAY BE OFFLINE INTERMITTENTLY THROUGHOUGHT THE TEST PHASE.
