This letter is issued to inform all users that Salt Lake City Terminal Radar Approach Control (S56) will provide IFR separation, to the extent possible, to VFR aircraft executing practice instrument approaches at the locations listed below.

This is described in the Aeronautical Information Manual, paragraph 4-3-21. Controller responsibility for separation begins at the point where the approach clearance becomes effective.
