Subject: Runway Incursion Risk at Hot Spot #3

A Hot Spot is defined as a location on an airport movement area with a history of potential risk of collision or runway incursion.
Background: Oakland International Airport (OAK) has experienced numerous runway incursions at Hot Spot #3, which is located at the intersection of Taxiway C and the Runway 33 approach.
Although Taxiway C does not intersect the actual runway surface for Runway 33, it does intersect the Runway Safety Area (RSA) for Runway 33. The RSA is the protected area surrounding the runway in the event of an overrun or undershoot.
Aircraft and vehicles are not permitted to enter or cross the Runway 33 approach on Taxiway C unless clearance is received from ATC. Crossing this intersection without ATC clearance will result in a runway incursion.
To prevent a runway incursion at Hot Spot #3:
-Familiarize yourself with the airport layout and information prior to flight, including this video: https://youtu.be/cj-ifgjw68w
-Actively listen to ATC crossing/hold short instructions.
-Readback all hold short instructions and runway crossing clearances, and include your call sign.
-Ask ATC if you have any doubt whether or not you are cleared to cross the Runway 33 approach on Taxiway C. When in doubt, hold short and ask ATC.
In an effort to reduce runway incursions, OAK has added Surface Painted Hold Position Markings on Taxiway C to alert pilots they are approaching an active runway. These markings have also been added to FAA and Jeppesen Airport Diagrams, as well as to “moving maps” such as ForeFlight. Utilizing a moving map while taxiing at OAK may help prevent a runway incursion.
