The purpose of this letter is to provide procedures for pilots to obtain IFR clearances and releases.

 Procedures:

 1. Pilots should contact the New York TRACON by telephone at (800) 645-3206 for their IFR Operations and release time.

 2. The New York TRACON will issue an IFR clearance and a "release time" with a five (5) minute clearance ''void time" based on IFR operations in progress. It is important to adhere to the "void time" because of the volume and complexity or air traffic in the area. If unable, pilots should coordinate a new release.

 3. The New York TRACON will advise pilots to contact Caldwell Tower, on an assigned frequency, for air traffic advisories within the Essex County Airport Class D surface area.

 4. Caldwell Tower will advise pilots to contact departure control on assigned frequency when surface area traffic is no longer a factor.

 The New York TRACON will advise arriving pilots to contact Caldwell Tower to cancel IFR in the air. If unable to cancel IFR in the air, contact the New York TRACON immediately upon landing at (800) 645-3206.
