Subject: READINESS FOR TAKEOFF

The purpose of this letter is to convey the importance of readiness for takeoff at Newark Airport. Maintaining a safe, efficient, and expeditious departure line-up is paramount to Newark Airport's daily operation. The departure sequence is established based on a number of conditions and/or restrictions dictated by volume and/or weather. If a pilot is not ready for takeoff upon reaching the departure runway, the integrity of the departure sequence and operation can be compromised; thus resulting in delays, frequency congestion, and increased workload for both controllers and pilots. 

Pilots are reminded that the Aeronautical Information Manual, paragraph 4-3-15(b) states:

"The tower controller will consider that pilots of turbine-powered aircraft are ready for takeoff when they reach the runway or warm-up block unless advised otherwise."

Pilots should advise ATC in a timely manner if they will not be ready for takeoff upon reaching the departure runway.
