Subject: 'Hotspot 1' details: Taxiways PAPA/ZULU and RWY 22R/4L intersection

FAA Newark Tower Quality Control identified a continued trend in Runway Incursions, especially involving General Aviation aircraft,at the Runway 4 LEFT / 22 RIGHT Taxiway ZULU intersection. Runway Incursions have occurred for ZULU east-bound, but more frequently for PAPA / ZULU then west-bound, taxi operations.
In many events, Tower control instructions (example “Taxi PAPA, cross Runway 11, turn left on ZULU, hold short of Runway 4 LEFT / 22 RIGHT”) were clear and correct, with correct pilot read-back.
The Runway 4 LEFT / 22 RIGHT hold short lines in this area conform to all airport design standards. However the Runway hold short line’s placement, and acute angle of the PAPA and ZULU taxiways, create a circumstance whereby the pilot may be required to stop before completing the entire turn onto Taxiway ZULU. Additionally, the area in the direction of the turn may be difficult to observe due to aircraft design characteristics, window visibility, etc.
Pilots operating in this area (depiction) should maintain heightened awareness of the possibility of Runway Incursion.
